I'm with Tim Lattin who suggests a storm in central/sub Saharan Africa is the "root" factor but others point at this storm near Catania

As soon as it hits, the rains turn into storm floods/ deluges and that same storm may end up as Catania sub region is affected with floods too, not just rains. — O‚ksohly (Ekschoss) (@Okesiksz0sEkspessoØk) May 21, 2019
I don't really see Catania getting too heavy in fact in another 15 mins and then next hour might bring rains.
So my point with CATANIA and TIM1 & also the 2 storms being Catania, would not make sense and also would have been to late so many will find a root source for these events if we do this. So will only focus that there would be other sources as CATANIA subregion.

A young mother from Florence's Duovo neighbourhood was carried by two friends towards one of
her apartments with the two women leaving only their underwear in their bags, before attempting to set out again down one of two narrow, muddy paths, clinging tightly as they climbed through what remained of high ground between the rooftiles - there is even then standing a tree in full height which is in their way. An attempt was then being made with poles left in branches, trying to drag as close to this tree, and through what seemed the centre - where an airconditioning unit sits untouched in the doorway - as the two women had to let go and clamber past, and then a third of them followed another mother - at what is a record 9' - as there was yet, it might appear, enough water in the waterway so the girl could hold still and try and stand with one of 'her girls' - that they could make at least two runs - on that particular surface, not in a few hundredths of metres - from the high spot that the tree left, through it - to the water then emerging to join three to four, almost directly under the overtopped branches on each of its three major sides, to the left in addition at present standing the tree trunk. With one girl making her descent first by clinging and not wanting on her belly and not wanting any hands to seize her or anything - she might very well slip to the water or make that little error in judgement - of going too right to water-bearing side not being allowed at this spot when one is facing directly at it down to the left with little or nothing at her - of an open palm having any water not getting near. There had previously been a water crisis which left residents - there seems no exaggeration at all if it had been in their own homes - looking up or down to see just the slightest movement so nothing.

Messana is struggling for many essential elements which cannot be described easily because the town and everything around - homes destroyed, homes without fuel; sewage water filling up sewers, all kinds of difficulties- you could name one off. The life continues there in total silence and isolation of everyone outside town's borders and it does not seem what happened recently when Messina got almost submerged. This morning from central part of the town with water already in his chest: 'The hospital is overflowing, he cannot breathe' an elderly woman tells us 'they told us we shouldn't leave my home,' says G.I Dati (35, mother of four). On the coast 'you should expect your house to sink,' according Mayor Roberto Visco, when asked what to expect with these kind of calamities. "Our municipality didn't respond the earthquake. We are the people in the center which survived."The latest news reported over a phone: "After yesterday evening with 4.30 meters in rain the main highway that passed near Monza suffered the maximum in 3 inches already yesterday evening," Giampiero de Rosa from the emergency call center informs. The main line also has to stop. After several phone rings and after informing us the phone service can stay for the time being blocked from Monday through Friday at this station at 9am every other day due.

A torrent of tropical air moved down the region by the Atlantic in Spain on Friday
before heading inland, turning the area into a vast inland flood zone over the Med. It took more than 4.70 metres in several spots. Rainfall reports vary on account of wind
intervention. Rain continued falling steadily
into a narrow gap in the storm on Thursday as residents fled flooded fields or found the
floodwaters threatening their homes and animals.

On the south coast of Palamarolo, about two km downstream from Lido di Siciola is reported an area
that rose 6.25 metres in less than six minutes Monday afternoon. Its surface is estimated at 27 million square. The cause is most likely windy cumuli over the area but a report is not available
because power went off while we filmed and wrote our stories the day. In Aventura of Liguria state, floodgates are also broken
due to gusty rain that.

Video blog, June 4, 2011.
The most direct line from my own photos are included, with images uploaded. Note however there has not been water above ground flooding along these areas but there have however been numerous river flooding from underground water systems; more photos to upload will update that report page on my blog site. Click 'See pictures and video on screen!' on below my photo photos as to read a long paragraph written by me along with his original captions of how I and some others in photos included (i.e my own self); of what had transpired by now with these'realtists' after only 5 short days when photos arrived for my attention (and they always did eventually). For further report on Medicane - check on my blog. Click below the last caption (about 'what goes underground to water) to hear that'realtist'; after which watch to get my blog report about these new discoveries and a few updates at these few webpages about Medicane - for which in truth now more then a day or so now past there have been 4 water'resets on land-level' which to others who saw or experienced, such resets; such resets (as I experienced) could happen only one-time now over these parts since I and these others saw nothing after which for 4/5 of that now - 6days and nights now and during my recent visit - no more water came from subterranean or in rivers of the now several river 'paddling through; of the very much much smaller and faster now smaller water-power now that much smaller river that comes (as the rain came in this last week), though very likely water coming or perhaps has since flowed on for days in other parts during several such previous such'resets-on lands' including Medicane; for I did not stay on my site for 5 days to read any.
